yes, it's fluff isn't it. just as they "fluffed" all their current makes and models in the same manner prior to commerical availability.

the products are there, being tested, and you very possible know that (however, given your past posts, not sure). relative to your interpretation, CDMA2000 is fluff, HDR is fluff, 3g in and of itself is fluff.

it is believed that Qcom will license their essential technology to ARIB, ETSI and TIA members in toto, as will IDC and others. this was one method being proposed. this would not include nonessential technology. licensing with individual companies would include nonessential.
