Japan: LDP task force outlines to combat cyberterror Yomiuri Shimbun A Liberal Democratic Party task force unveiled draft proposals Tuesday designed to counter cyberterrorism in the wake of recent attacks by hackers on ministry and agency Web sites. The incidents highlighted the nation's vulnerability to cybercrimes. The draft called on the government to set up a special command office and a team of specialists this year to tackle cybercrimes. It also emphasized the need to strengthen computer security systems and to nurture experts to combat Internet-related crime. The LDP will urge the government to implement the proposals, which are scheduled to be finalized at a meeting on Feb. 15. Commenting on recent attacks by hackers who illegally accessed or altered ministry and agency Web sites, the draft said the intrusions should be taken very seriously even though they did not harm national security. Among the immediate measures to prevent further intrusions from hackers, the draft recommended that ministries and agencies strengthen Web-site security by the end of the month, and, if necessary, improve the security of related systems. The draft outlined a two-stage schedule to improve the nation's computer security systems. In the short term, it called for the setting up this year of a board of government officials and cybercrime experts from the public sector. Long-term strategies recommended in the draft include the enactment within a few years of a law on high-tech crimes, and the launch of a campaign to educate the public about acceptable and unacceptable uses of the Internet. A government action plan to combat computer hacking announced on Jan. 21 recommended that computer security guidelines be drawn up by the end of the year.
