First that should be "you're". 2nd, think about it.
Crime fighting should never be "proactive" as then it becomes the thought & action control we all should fear and hate. It then becomes Big Brother in our phone, our computer, & bed rooms.
Those that set up our justice system understood that it is far better to punish crime than to attempt to prevent it.

People must be good because they want to be good not because they are forced into it.
