That was referring to the nation of Israel being partially hardened until the times of the gentiles is fulfilled. It does not in any way mean that God is preventing any individual from believing in Him. That would contradict where it says that He desires all to know Him. So why would He prevent some when he wants all to know Him? It's the unbelief that is the blinders, and that is an attribute of satan, not God.
