It's already the case that there is a commodities-style market for "dark" fiber. But laying fiber-optic cables requires a greater allocation of capital than starting a company that sells products over the Internet. I recently ordered a thermal-gel mattress pad over the Net, very similar in quality to Tempur-pedic, which costs around $800. This one was less than $200, and the nice man who took my phone order (I hate to use credit cards on-line) let on that he was the business, just him, his computer, and his very nice web-site, and that the pad would be sent from the factory. I don't know what his volume is, but his overhead can't be anything to speak of.
