I just found out about it a couple of days ago, I think it's a sort of ping program - it measures the speed of different routes between your computer and the computer you're trying to reach. Here's how you do it in Windows 95/98, say if you want to measure the connection to SI:

1. Click start.
2. Click programs.
3. Scroll down to MS-DOS prompt.
4. At the dos prompt, type tracert www.siliconinvestor.com
5. Hit enter.

The screen displays the speed of the connections as the connection is made. The person who told me about it says that anything over 400 MS is slow. A * means a time-out.
