I am not sure that Hastert should be considered the problem. For example, when the "germane rider rule" has been proposed in the past, the House has gone ape, including some Republicans, because it would make it impossible to get various kinds of deals made, and slow down the course of legislation.(Not to mention eliminating most pork....LOL!). The sunset idea is opposed by most Democrats and some moderate Republicans, because it would make it too difficult to sustain progressive programs. The alteration in the calculation of the inflation rate enjoyed some support, but I lost track of what the upshot was. Anyway, it varies with the proposal.......
