** JANUARY RETAIL SALES increased 0.3 percent to a seasonally
adjusted $262.21 billion last month -- smaller than the 0.6
percent rise forecast by Wall Street economists -- after a 1.7
percent jump in December sales, the Commerce Department said on
Friday. The report underlined strong spending at the end of last
year that already has led Federal Reserve policymakers to boost
