Elcotel Introduces New Wireless Phone for
International Markets; New TDMA/CDMA Public Phone Designed
Specifically for High-Growth Central & South American Wireless
Markets

SARASOTA, Fla., Feb. 11 /PRNewswire/ -- Elcotel, Inc. (Nasdaq: ECTL - news), a leading provider of public access
communications services, introduced today a new TDMA/CDMA compatible fixed-location wireless public phone designed
specifically for the growing public communications markets in Central and South America.

Dubbed Solarus II(TM), the public phone is the new generation of Elcotel's wireless payphone product line. Solarus II(TM)
joins Elcotel's successful card-operated AMPS-based payphones. The AMPS wireless payphone has been successfully
deployed with Telcel, a BellSouth wireless carrier in Venezuela. Other amps wireless phone customers include Conecell in
Ecuador and Iusacell in Mexico. With this introduction, Elcotel provides the broadest set of cellular public phone technology
choices available today.

According to Michael Boyle, president and chief executive officer of Elcotel, the new TDMA/CDMA public phone helps
countries to offer and expand public telephony service to regions that are underserved by the existing telephone infrastructure.

''The marriage of the public phone and wireless network helps solve the crucial problem of network availability while
expanding growth and revenue opportunities through new markets and users for the cellular carrier,'' he said. ''We envision
Solarus II(TM) as a key tool in helping wireless carriers extend their market reach beyond traditional handheld phones and help
build a public communications network that advances availability to the network in developing countries.''

Solarus II(TM) integrates radio technology from Telular in a unit suitable for both CDMA and TDMA digital wireless
networks. It serves as a fixed portal for prepaid, emergency and free voice services and can be located either indoors or
outdoors. Deliveries of Solarus II(TM) are expected to begin in the second calendar quarter of 2000.

Elcotel, Inc., based in Sarasota, FL, is a leader in providing public access telecommunications networks and management

I was surprised that ONSS took such a hit yesterday and today after reporting 500% net earnings increase. I know, I know, sell on the news. But I think there is a lot more potential here than just a great quarterly report. Anyway, just didn't expect this much retrace. (Read that as wishing I had waited a couple days before adding to my position - ).

Sobering experience to realize playing rats are not necessarily a money machine. Last few weeks have been extraordinary. What trend are you expecting in the near future for our current crop?
