Joan: Yes they could but that would take some time. Besides it is easy to blame the oil producers for increases. If that does not work, then the oil companies can be attacked for price gouging. The government also can appear benevolent by assisting low-income homeowners through the LIHEAP program. So the blame for a price increase does not fall on the government and the government can look good fiddling with it--within limits.

However, $30 is a number the news media will probably notice. If we reach $30 and the media picks up on it, a more immediate action probably will be taken. If we get to $35, I think the U. S. Government will view it as an economic threat.
