BCP S.A. ACCEPTS POSITION ON THE BOARD OF GOVERNORS FOR THE UNIVERSAL WIRELESS COMMUNICATIONS CONSORTIUM

Bellevue, WA – February 7, 2000 – The Universal Wireless Communications Consortium (UWCC) announced today the acceptance of BCP S.A. as a member of the Board of Governors for the organization. BCP S.A. is a major Latin American B-Band wireless carrier serving over 1.9 million subscribers in Brazil.

“BCP will serve to strengthen the voice of the UWCC as we advance the development and deployment of TDMA-EDGE & WIN technologies worldwide, “ commented Sheila Mickool, President of the UWCC. She added, “BCP's decision to join signifies the importance of TDMA in Latin America where it is the dominant digital wireless technology.”

BCP, a joint venture of Bell South International and the Safra Bank, provides digital TDMA service in the world's third largest city with a total population of over 18 million. When it began service in May 1998, BCP held a pre-service lottery to determine the first 150,000 customers that drew more than 1.6 million applications. With its sister company in Northeastern Brazil, BCP signed up more than 1 million customers in less than seven months of service.

BCP Chief Engineer, George Hill, stated, “BCP's decision to join the UWCC Board of Governors stems from its goal of exercising leadership in the implementation of TDMA-EDGE & WIN technologies as they advance to the third generation (3G) of wireless services.”

In addition to the BCP Board placement, the UWCC has recently accepted the following companies as general members: HighwayMasters (United States), Silicon Automation (India), Telesystem International Wireless Corporation – TIW (Canada), Telemig Celular (Brazil), and Algar Telecom Leste (Brazil).

The UWCC is a Bellevue, Washington-based international consortium of more than 100 wireless carriers and vendors supporting the TDMA-EDGE & WIN technology standards. TDMA network operators currently serves an estimated 65 million TDMA and Analog subscribers globally. Board Members of the UWCC include: Alcatel USA, AT&T Wireless Services (USA), BellSouth Cellular Corp. (USA), BCP S.A. (Brazil), Cable and Wireless (United Kingdom), Cellcom (Israel), Celumovil (Colombia), Compaq Computer Corporation, Ericsson Radio Systems, Hughes Network Systems, Industar Digital PCS (USA), Lucent Technologies, Mobikom SDN BHD (Malaysia), Motorola, Movilnet (Venezuela), Nokia, Nortel Networks, Rogers Cantel (Canada), SBC Wireless (USA), Telecom Personal (Argentina), Telefonica Unifon (Argentina), and VimpelCom (Russia).
