Senator Jennings Randolph retired about 3 or 4 elections ago. What's he got to do with the price of rice other than being a nice man?

WV is a top priority state because Senator Robert Byrd is the king of pork and has used his senority to pass it to his constituents for years. Given that, they have precious little to show for the gifts.
