Sorry. I don't understand your question. Preemptive to what or whom?

Stock often has associated with it a "preemptive right", which provides that the holder has the inherent right to be given an opportunity to maintain his proportional ownership in the corporation. This is less common today than it once was, but still exists. So, a holder who starts out owning 1% has a "preemptive" right to maintain that 1% ownership in the event additional shares are issued.
