It's just a bookkeeping thing for the company that is undergoing a split. It has no real meaning for investors.
Anyone buying the stock before the moment of the split will get the split shares.

If still somewhat confused, take a look at what SUNW posted when their last split was announced. The examples are especially nice for people new to splits because it answers more questions than the CSCO FAQ. Merely substitute CSCO specific for SUNW specific split information [i.e. dates] and you are all set:
