It is a paradox but true, that the only way the majors can influence crude higher is to speak and plan as if they are low. Consider also that it would be beneficial for the majors to form an unspoken alliance with OPEC and support limited production increases.

Conversely, to influence crude lower, the government must howl with discontent as if it was high. (It's not).

All of this is ceasing to be of any importance.

The benefit, IMO, to the investor is; independent E&P's are benefiting from a prolonged period of inexpensive exploration costs.
