Ruffian, this part of Dr. Viterbi's interview is worth looking at closely:

"Companies like Nokia and Motorola manufactured their own chips, but recently, they realized that
they have no choice, and Motorola started purchasing large quantities of chips from us."

Korea: New information minister stresses need to quicken 'informatization'
There is a need to quicken the pace of "informatization" in the country, according to Ahn Byung-yub, the new Information and Communication Minister.

"Opportunity for a change is brief and it should not be missed," said Ahn at a reporters' meeting yesterday, citing examples of how Germany and Russia reacted to the Industrial Revolution.

Explaining that the next 5 to 10 years will see structural changes in the economy as the digital economy changes the fundamental structure of employment and industries, Ahn said that the government will support those changes.

Referring to the turf war between various ministries over the lead in the digital economy, Ahn emphatically said there is no turf war and that the ministry would support informatization efforts at other ministries.

With experts predicting some 20 million Internet users this year, it is important to ensure fast Internet access, said Ahn. He noted that there were still speed and quality problems among Internet service providers (ISPs), problems that should soon be addressed.

Ahn also commented on wireless operators' need to boost mobile Internet service. He said that as the country which led the world in the deployment of CDMA (code division multiple access) technology, wireless Internet service should have been introduced sooner. Attributing the slow introduction of wireless Internet to competition among wireless operators for subscribers rather than engaging in developing services, he added, "We should not be behind Japan in mobile Internet service." On the proposed merger between SK Telecom and Shinsegi Telecomm, Ahn said that an environment for fair competition should be created, explaining that the concept of competition has been around for a relatively short time and that "managed competition" by the government still exists.
