Unless things have changed, however, the Federal Reserve is required to follow NIST standards and use only standardized algorithms. These rules are in place to keep government agencies from using whatever security equimpment/algorithms they choose. The "acceptable" algorithms are determined by NIST (in cahoots with the NSA). Waivers are given, however, but the waivers I've seen are for widely accepted algorithms like RSA.
