While NOK's actions could look premeditative and conspiratorial, this is more an example of how an established company deals with a disruptive innovation (per George Gilder CDMA is the quintessential disruptive technology). They try to fit the disruptor inside their already existing way of operating (executing corporate directives and priorities). This will not work - for NOK or anyone else in this position; Christensen's research has it zero successes out of many attempts.

And with the likes of Kyocera coming into the CDMA market, it is only going to get worse for those that have their current viability tied up in non-CDMA phones. (And same can be said for the service providers as well.)
