Joseph, two things. One, in IA-64, it's up to the compiler to schedule a speculative LOAD instruction several cycles prior to the instruction where the results of the LOAD are used.

Two, a common misconception of IA-64 is that it is completely dependent on static scheduling. Instead, what is used is the "right level of smarts." For example, in Itanium, a register scoreboard is used to allow some out-of-order execution.
