Yeah, that's what I couldn't make sense of.... the way it works here the spread widens till you have both a bid and ask visible, and then if there's a trade, there's a trade, not counting the role of specialists. But it seems over in Japan either they play their cards very close to their chest and don't put any asks into the system, or the system doesn't have a mechanism for 'price discovery' outside of some parameters (such as ask is more than X% away from bid or vice versa).
