It's not so much insider selling that matters, it's the fear of insiders selling that can keep a stock down for weeks on end. A good trading system could be built around buying just before the monthly SEC reporting deadlines for actual sales (not 144 planned sales) for certain stocks. When actual sales are reported, a relief mini-buying binge often ensues.

Drugstore may be a very good candidate for this. The fear of insiders selling may well likely far exceed the actual selling.
