danofthebes, with FCC ruling happened at the and of 1999, I am not surprised SBC Comm. was not rushing before that to spend money which would benefit competition(CLECs).
Once ruling was issued, Pronto and BEll South projects was announced but nobody should expect explosion until second half of the this year, according to research firm.
