well, the U.S. is at the top of the compost heap as the only remaining hegemon and military as well as economic superpower. on top of that, everybody lives off the U.S. trade deficit...sp it's basically a 'we can do what we like, because where would you be without us' attitude that reigns and is implicitly accepted by everybody else.
