All that Intel seems to have claimed was a 3 GHz ALU. This is a single chunk of datapath, and the fact that it runs fast does not mean that the overall performance of the chip will be much affected. Apparently the control logic and the bulk of the pipeline is running at the "normal" clock speed.

The 3 GHz thing sounds like a marketing ploy.
