Mike, i'd guess there were hundreds of thousands of buggy whips out there when the horseless carriage came in.
Let T = the 900 million copper loops; and WCOM = fibre:
On the customer side: if T is offering you copper when Q, WCOM, etc are offering you fibre won't you use the fibre?
On the carrier side: if WCOM is offering fibre, can T stop them from offering it?
