yes, 10000 servers is a drop in the bucket - a single hosting facility could use that amount in a matter of weeks...

know Linux scales well.
Linux does NOT scale well above 2 processors, NT scales well to 8... but for the front end of a web site, 2P is fine, since current architectures use lots of small servers rather than a few large boxes. Back end services need the biggest thing available... but the numbers are way skewed to the front end, maybe 1000 to 1 in units.

Sounds like CPQ is the Switzerland in hosting? Or, am I missing something?
you've got it right - CPQ has avoided even getting into hosting directly, and instead is enabling everyone in that space and seeks to be a provisioner and infrastructure provider. It is Intel that seems to be getting directly into the business. That means that Intel as a company will compete with other hosting companies... Intel might get away with that but CPQ can not since they would be competing with their potential customers.
