Intelligence sources said funding for major terrorist groups like the Lashkar-e-Toiba and Harkat-ul Mujahideen has been significantly stepped up so that the terrorists would be encouraged to carry out more daring attacks against the security forces. According to latest intelligence reports, the funding for the Harkat alone has been increased by the Pakistani authorities from Rs 55 lakh in 1999 to Rs 77 lakh for the present year. Pakistan?s Inter-Services Intelligence has also stepped up its efforts to wean away members of terrorist organisations that were in favour of an autonomous or independent Kashmir to groups that were pro-Islamabad through increased funding, the sources said. Funds for the terrorists operating in Kashmir are routed through several trusts and NGOs in the State. The ISI, which has been pumping in large amounts of fake Indian currency as part of its efforts to destabilise the country?s economy, has also begun paying the terrorists with fake notes before they are sent into Kashmir, the sources said. The intelligence agencies have been able to put together a detailed picture of the manner in which terrorists are paid by the Pakistani authorities following the interrogation of militants captured by the security forces in recent months. Youths from Kashmir and Pakistan-Occupied Kashmir who join the terrorist groups are paid up to Rs 5,000 per month. This is in addition to a one-time payment of up to Rs 40,000 made at the time they are recruited, the sources said.
