What do you mean tobacco is eliminated from PPI. Or do you mean end user taxes are not in PPI?

In any event, the tobacco companies also raised the prices sometime back to pay for the settlements. But there may be a price decline going on due to all the specials being offered. Who knows how long that will last. And I also don't have a clue where in the chain the PPI measures tobacco - from the farmer?
