they apparently designed that window in something bigger than 800x600.

They should have probably designed it around the 640x480 screen size, because there are still many people around the world that can only run VGA...

This is a classic problem which can be solved if the developer/tester follows a couple of basic rules.

You just need a good testing/development mechanism along with a process...

A mid-level programmer probably won't know this. I am aware of it having had prior experience in developing retail commercial software (with windows logo).
