It would be a lot of paper work, the first time I was involved in this type of play, we were allowed to over subscribe and buy rights that were not spoken for by other shareholders. That led to a rationing problem where you were given a pro-rated number of rights based on the ratio of your shares to the total issued. The small oil company involved had no problem doing that.

Hell if the conversion ratio is good and the strike price close to the contemporary market price they could get a lot more than $0.10 and that would surely cover the administration costs.
