Now what if they imposed a $100K floor or something for IPO eligibility? You can then reduce the number of people who have minimal account deposits who are in it strictly for IPOs (like I am doing).

This would also greatly reduce the number of accounts being opened at etrade. I would guess at least 25% of all accounts opened at etrade this year were due to the lure of IPO's, therefor it wouldn't make much sense for etrade to impose a $100K floor.

E*Trade is reeling them in, "Hook Line & Sinker"...
