Taking one step back.

The ASICS that QCOM NOK MOT LSI etc have designed incorporate at least two engines - a microprocessor and a more specialised digital signal processor.

The ASIC designer can 'make' or 'buy' either of these major components. They have all decided to 'buy' the microprocessor component, either from ARM or MIPS. Some have decided to 'buy' the DSP component, mostly from TXN. QCOM have decided to 'make' the DSP component, because they want to optimise some DSP functions specifically for CDMA.

There is nothing to stop TXN from producing an optimised DSP themselves, except they end up with a special purpose DSP which would be of little or no use in the general market. They may well produce a specialised DSP in partnership with another compony producing the rest of the ASIC. The IDC crew are hinting this is happening for 3G applications.
