Cornstarch wouldn't do anything except thicken--nothing for the flavor. To rejuvenate, use a can of beef broth, the liquid, some celery and carrot and onion if you have handy, and some wine and let them simmer for a couple of hours. Strain, reduce by half, and cook the rest of the stew in it. Garlic would be a good idea too. (You can let it simmer while you post on SI.) Then, if you want to use cornstarch or potato starch, you'll have something worth thickening.
