Peter, not necessarily. i know for instance that the S&P had a period of extraordinarily low volatility in the mid '90's, up until the '97 break. same goes for the NAZ. volatility has however increased markedly of late. i believe it's one of the harbingers of a change in trend. note for instance that the bottoming process in the Nikkei in late '98 was also subject to a lot of volatility, as was the recent bottoming process in gold. oil and copper also were very volatile in the vincinity of their bottoms.
