Norms for opening up long distance phone services soon

New Delhi, Feb 18: The guidelines for opening up national long-distance telephony to private operators are to be finalized within the next three weeks. The modalities were discussed during a meeting of the Telecom Commission on Wednesday. Since the domestic long distance sector will eventually have four to five serious players as is the case in other countries the government may adopt the bidding process to shortlist the meaningful players.

Telecom secretary Shyamal Ghosh said the idea is emerging while there should be competition there must be some basis of determining the capability of those participating. "The criteria for selection will be transparent," he stressed. After the selection the department can prescribe criteria such as upfront payment and performance guarantees as suggested by the TRAI. Another issue that is to be sorted out is whether operators will be allowed to operate along the entire network or sectors. The new policy talks of national network operators but should they be allowed in the intra circle or restricted to inter-circle traffic.
