BUT the people HOLDING those beliefs are not relativists.

ALL beliefs are relative (imo) that doesn't make all people relativists- except under your definition. You have to understand and believe relativism to BE a relativist- imo EVERYONE acts in a relativist matter, but you have to be cognizant of your action in the context of relativist theory to BE a relativist.

It's like mathematical set theory, the set that includes zero and only zero is not an empty set- it seems paradoxical but it's true- it's only when you realize that it is containing something that is nothing that you realize that there is one thing in your set. aNd zero has the property of nothing- but that nothingness does not get translated into the set that contains it. To act relatively you only have to "be " a member of the set- to be a relativist you have to recognize that there IS a set.
