Our power depends on cooperation with other nations. A coalition arrayed against us could stop us in our tracks. Not only that, but by this time, most have figured out that there are serious limitations in political support for the exercise of power in this country. We could not bend North Vietnam to our will; the warlords in Somalia knew that they had only to blow up a few soldiers and we would leave; Saddam Hussein knew to play to the CNN cameras. The political constraints, both international and domestic, to our exercise of power are well known. If Castro still sits in power after all of these years, how fearful does anyone have to be? No, anti- Americanism is not "natural", but the result of an exculpatory ideology, scapegoating the linchpin of the international system for the failures of post- colonial rule. We have done enough that is wrong or controversial that a case can be built, to be sure, but it is not our mistakes driving the case- building........
