Peru Sets $47M Minimum Price For Cellular Concession LIMA -- Peru has set a $47 million base price for the 20-year concession to operate a third cellular bandwidth, called PCS, that it is in the process of auctioning off, a government document obtained Monday said. The document from the government's privatization commission and its special committee for telecommunications was sent last week to the 17 companies that had already bought the bidding forms. "Since the last cellular band concession was given for $35 million and there is more competition for this band, a reasonable minimum price is $47 million," said a government official, who declined to be named. Among the companies that have already bought the PCS cellular band bidding forms is a consortium formed by Spain's firms Airtel SA and Banco Santander Central Hispano (BSCH). Millicom Intl Cellular SA (MICC); Leap Wireless International Inc (LWIN); Western Wireless (WWCA); Qualcomm Inc (QCOM); Sempra Communications, a unit of Sempra Energy (SRE), and the local unit of Nextel (NXTL) have also been purchased the forms. Mexican companies Telefonos de Mexico SA (TMX) and Operadora Protel are also in the list, as well as Italy's Telecom Italia (TI) and France's Alcatel (ALA). Telefonica del Peru (TDP) and BellSouth (BLS) are the only providers of cellular services in the country at present. They cannot participate in the auction for the new mobile phone bandwidth. The winner of the concession for the PCS cellular bandwidth, which may be renewable, will have to be able to provide service in nine cities outside of Lima. Peru plans to sell the 20-year concession to operate the third cellular bandwidth on March 7. The Peruvian government will also auction two to four 20-year concessions for wireless fixed-line service on March 21. The auction date for this service has been delayed two weeks due to bidder requirements. "We asked to delay the wireless fixed-line service as we are interested in participating in this concession only if we win the PCS cellular service," said Gonzalo Basadre, an associate analyst at Santander Investment. Telefonica del Peru and BellSouth Peru are among the 11 companies that purchased the wireless fixed-line bidding forms. The local subsidiaries of Millicom, Qualcomm and Alcatel also purchased the forms, as did Telefonos de Mexico and Telecom Italia. The government's sale commission will release the list of the pre-qualified bidders this week.
