In my note above I mention that many people look for VIX near 30 as their signal. The charts I provided links to show in Oct what happens when it runs much higher... ;)

Larry Connors in the article you posted is often credited with VIX reversal strategies - I've not read his stuff but heard enough of it to use it myself. In the charts in the link above the RSI is actually a RSI of VIX (I didn't point that out before), which I think Connors uses as well.

What I didn't put up on those quick charts I did was Bollinger Bands on VIX. That can sometimes be useful as well.

I just use it as a guide.
