The *loss* of a credit of $1000 per child is *precisely*
equivalent to an "extra tax" of $1000 per child.

Every family below the phase-out income receives
a full $1000 credit per child.

Every family going through the narrow $10,000 phase-out
range of income loses the entire $1000 credit per child.

Bottom line: "loss of credit" = "extra tax"
What is so hard to understand about this???
