I have looked around, and discovered that Dubya did know something about it beforehand, as you said. I also found that he had criticized the policies to the media immediately after his speech. Thus, to me it is a draw: no, he shouldn't have spoken there, or should have made a more direct challenge, but yes, he made it clear in the coverage afforded the event that he was not ratifying the offensive policies, and spoke of inclusiveness in the text of the speech. Thus, it does not affect my views much one way or the other.......
