I don't follow this one, so this is a cold read.

VRTL looks to be in a timely business, telecommunications bandwidth
management. It has received some positive press the last few weeks.

On the technical side it looks like it is challenging the old high of
a few weeks ago. Volume is accelerating as it challenges the old high.
The price is up on a day that the overall market is down. Overall volume is higher than normal. It looks like the odds are on your side for break out.

Since I don't follow the stock I can't say if the break out will hold.
I would use a tight trailing stop. I can't find any news and it would need news to sustain a break out. Is some event pending?
