Poor writing - before the system can change it has to have ways of changing - For example public education has been unable to change because of the structure school boars ( 15000 ) colleges of education - unions etc. - they talk reform but can't do it - Congress can't change itself - besides a lot of people like the current system - so to reform health finance ( privatize ) , education ( vouchers ), taxes ( VAT ) , pork,( require due process) and money in politics ( air time and short election cycles along with some party discipline ) the system first has to change wiredbrain.com wiredbrain.com
