they didn't say...such deliberations are too deep for the CNBC propaganda machinery.
but what do you think? they will take on debt...how else would they do it?
i will contact them and find out...

interestingly, WS immediately reacted by bidding the stock up...no-one stops to think anymore.

It's hocus pocus. Just a sham to goose a dying stock. The buyback could take years or never happen at all.
