Yes that's true, but even a half competitor is still a competitor. I am not sure how the graphics vendors would react to such a move by AMD, they might not be as forgiving as one might hope. AMD would have to weigh the risks and benefits extra carefully especially considering that what is at stake is low end, low margin (relative to the high end) business. The good thing is the more market share AMD gets the less of a favor the graphics vendors are doing AMD by optimizing for their products since they need to support any high volume mainstream CPU in their own interests.
