I agree with you about capital gains taxes. I believe they are an impediment to even better economic growth than the terrific growth we have enjoyed.

I favor a "rollover" system which preserves gains against taxation for so long as the gains taken are "rolled over" into another capital asset. I do not see, for example, why I should pay tax if on Tuesday morning I sell 100 shares of IBM, and use the proceeds on Tuesday afternoon to buy 100 shares of CMGI. I haven't gotten any wealthier between the morning and the afternoon. And I have, perhaps, redeployed assets in a way which may benefit the economy. (Please no debates on the relative merits of IBM and CMGI--this is only an example).
