The Belgian Congo was notorious as the worst of the colonial possessions, and was exactly what I had in mind as my primary exception. My example of a good Empire is, indeed, the Raj. It was necessary that power change hands, but it happened too rapidly, and with too little planning. 11 million people died in intercommunal strife after independence was declared.........
