I don't have the 2/15/00 short interest but I know the procedure - the short interest is reported, based on the 15th as the settlement date, on 15th of each month to NASDAQ. Nas will then update the number "publicly" on the 8th trading date after the 15th.

However, all the big houses..etc have the numbers on the 15th. (for example, coz this Mon was a non-trading holiday, so we will have the numbers on the 28th).

This is a nice link for short interest and other info; a whole day faster than the WSJ, two days earlier than other links.
