i'm not sure what this means, i suspect that english is not the author's native tongue.
SAC (per the map on Global Crossing's web site) does not land in Uruguay.

Uruguay: Global Crossing negotiates with Antel optical fiber

The consortium Global Crossing, that is laying down an optical fibers network
connecting 200 cities worldwide, has offered to the Uruguayan telecoms major
Antel the possibility to access the network, increasingspeed of Internet users.
Global would pass on to Antel a stretch connecting Santos (Brazil) to Las
Toninas (Argentina) and from there up to Uruguay, that would require investments
of US$30mil by Crossing, that would have an income from the capabilities of
Antel to sell the capacity use for another US$30mil. There is a controversy on
the negotiations of Antel, that alleges it has not taken the offer since it is
studying alternatives for optical fiber connection. Currently Antel uses the
optical fiber from Unisur that has an outdated technology.
