When the company went "IPO" there was a lot of e-business play (a low-risk way to capitalize on the shipping of e-business products). Then people realized that profits will not grow exponentially without additional investments (trucks, drivers), so the attraction was not as strong.
Eventually, people will understand that this is a solid company, with a growing business, that will do well, but not grow like a .com company. The stock will go up and down, but with a constant trend up.

I as anyone else could only guess were it will go. I would be surprised, though, if it did not keep drifting lower until the tender offer expires. After that it may began to rise again (IMO). It is possible that until all class shares have been exercised or not exercised, many investers may simply be too overly cautious to let this stock rise on its own merits.
If you are a long term holder as I am, 66 bucks will seem a bargain in the not too distant future (IMO). I think UPS will be a player in the global economy for a long time. They have been laying the foundation for global commerce and global e-commerce for some time now. They are getting all their ducks in the water so I'm going to be patient and let 'er ride.
